Dongfang City, located in the southwestern part of Hainan Island along the eastern shore of the Beibu Gulf, is a key coastal city in Hainan Province. In alignment with China’s dual carbon strategy and the development of new urban infrastructure, Dongfang has launched a comprehensive road lighting upgrade, energy trusteeship, and operations & maintenance (O&M) service project, guided by the province’s green and low-carbon development plan.

 

 

Sansi LED is delivering an integrated solution covering lamp renewal, intelligent control, energy trusteeship, and professional O&M. The project spans the city’s main and secondary roads, alleys, parks, and landscape lighting areas. It includes the upgrade of 14,030 lamp posts and 19,000 luminaires. A full-cycle electricity bill payment system and standardized management mechanism have also been established, ensuring a lighting availability rate of no less than 99%. The initiative leverages smart lighting to advance local energy conservation, carbon reduction, and smart city development.

 

Previous Challenges

The city’s old lighting system suffered from several critical issues:

High energy consumption and lack of precise control, resulting in an overall lighting rate of only about 84%;

Absence of safety warning systems, with faults relying entirely on manual patrols;

Rapid corrosion and significant light decay due to the harsh coastal environment characterized by high salt spray and frequent typhoons.

 

To address these challenges, Dongfang adopted an innovative energy fee trusteeship model, with Sansi LED providing end-to-end integrated services. The project strictly adheres to lighting design standards, completely replacing outdated high-energy lamps while building a smart lighting O&M platform. This enables unified planning and market-oriented, highly efficient operations across construction, management, and maintenance.

 

Tailored for Harsh Coastal Conditions

In response to Dongfang’s demanding marine environment, Shanghai Sansi developed specialized ceramic heat-dissipation street lights. Featuring ceramic cooling technology and honeycomb convection structures, the luminaires offer excellent corrosion and salt-spray resistance, low wind resistance, and strong typhoon resilience. They achieve a luminous efficacy of ≥180 lm/W and a service life exceeding 60,000 hours.

 

The project is equipped with CAT.1 single-lamp controllers and an intelligent power distribution system, enabling remote dimming and real-time online management for individual lamps. A three-tier leakage monitoring network was established, along with water accumulation warnings and power-off protection. Combined with a GIS-based smart O&M platform, the system delivers automatic fault alerts and closed-loop work order management, significantly improving emergency repair efficiency.

 

In the Yulinzhou Scenic Area, lighting design was customized to harmonize with the natural landscape and local cultural heritage, integrating functional illumination with artistic landscape lighting to create distinctive nighttime landmarks for the city.

 

From renewing individual lamps to elevating an entire city, Shanghai Sansi has already delivered energy contract management services to multiple locations, including Xuzhou, Zhangjiagang, and Zhenjiang in Jiangsu Province, as well as Ludian and Lushui in Zhaotong, Yunnan Province.
